In the fall of 2021, the City of Gloucester embarked on an ambitious effort to develop a
comprehensive Climate Action and Resilience Plan – or CARP for short. 

The intention of the CARP is to identify the highest priority challenges and the most feasible solutions to put
Gloucester on track to meet long-term energy, climate, and resiliency goals. Community members
and stakeholders were the driving force behind action identification, with over 500 climate
actions suggested by the public at community workshops, stakeholder meetings, and in surveys.

The final draft of the 2022 Climate Action and Resilience Plan is now available.
